Currently, yes. Not an ideal situation.

By now most shareware authors decided to change the status of their
products to keyware, payware, cripple-ware etc, not without reason.
I wouldn't expect users, who don't mind stealing software, to pay a
fairware fee. Not a very atractive `market'.

Distribution is free, but not useage. Users of the freeware distributed
by Warwick would have to pay the fairware fee for ST-guide to make use
of the online help supplied with the freeware package.
BTW any application writer who supplies a hypertext is either using
Holger's hcp or else has to develop his own compiler.
